Charting Norway's AI Course: Overview of the Advisory AI Expert Group's Initial Recommendations

Following the governments recently announced investment towards strengthening Norwegian AI research, The Norwegian Research Council established an advisory expert group back in October. In the advisory group´s inaugural note to the Norwegian Research Council, the committee emphasized the importance of cross-disciplinary research and established trust, accountability and creativity as guiding principles for prioritization.

As described in the advisory groups mandate provided by the Norwegian government, the promised billion NOK investment should fund research following the lines of these three integrated tracks.

1.    Consequences of Artificial Intelligence: The document underscores the broad societal impact of AI and digitization. Emphasizing the importance of trust, the group delves into areas such as security, privacy, disinformation, ethical considerations, justice, diversity, language, culture, labor, business, and the influence of AI on education and creativity.

2.    Artificial Intelligence as a Research Area: Highlighting the rapid development of AI, the note calls for research to enhance AI accuracy, address uncertainty, ensure transparency, and promote sustainability. Key areas include data curation, uncertainty quantification, responsible and explainable AI, and sustainable AI practices.

3.    AI for Innovation: The note identifies AI's potential for innovation in various sectors, including a green and digital transformation in industries such as aquaculture, energy, health, and welfare. Research needs encompass reducing energy consumption, exploring circular economy-based value chains, and restructuring workflows and business models.

Objectives of the Venture
The advisory group envisions positioning Norway as a research powerhouse with substantial AI competence. Objectives include fostering cross-disciplinary collaboration, promoting competence development, creating knowledge environments, enhancing digital security, driving innovation, disseminating public information, and contributing to environmental sustainability. Collectively, this can make Norway an active participant that helps to set the premise technological development.

"The AI billion alone will provide limited opportunities to solve all the challenges. A separate investment in AI will, however, be able to set a direction for the research effort, which in turn can be followed up with other research and innovation projects, and new political measures."

Footprint of the Investment in 2030
The governments investments in AI, in conjunction with associated projects, should establish Norway as a pivotal nation in the field of Artificial Intelligence. Specifically, within designated domains, Norway seeks to attain acknowledgment as a predominant influencer at the levels of the Nordic and European arenas, subsequently extending its impact globally. The overarching objective is to enhance Norway's attractiveness to international AI researchers, serving not only as a conducive work environment but also as a collaborative partner in global initiatives. Furthermore, the envisaged heightened recognition is anticipated to play a role in bolstering Norway's political influence concerning the trajectory of AI at an international level.
