NORA SIG – AI Policy and Governance

NORA's board and secretariat have outlined in the upcoming strategy for 2023-2026 to strengthen Norwegian policy in the field of artificial intelligence. The idea for the SIG AI Policy and Governance (NORA.policy) was accepted by the board of NORA on the 31st of May 2023.

Part of the work in NORA.policy will be the organization of national collaboration on AI, discussing political proposals and planning AI delegations. The group will organize meetings to discuss critical events that Norway must deal with and how Norway can position itself to become one of the leading nations to research, develop and adopt artificial intelligence. Furthermore, it will explore questions pertaining to education policy and Norwegian governance of AI. In particular the implementation of AI-related regulations in a Norwegian context and structural or strategic collaborations with other countries on AI governance.

  • NORA.policy was launched on the 21st of June 2023 with an online webinar focusing on introducing the members of the group.
  • The second meeting was held on the 9th of August 2023 discussing representative proposals from two political parties as well as a discussion of Norwegian large language models.
  • The third meeting on the 18th of October 2023 discussed the billion NOK announced for AI research.
  • The NORA SIG will work over 2024 to explore national AI policy and governance, and international collaborations.

As part of this work we contribute to international policy discussions. NORA was invited by a member of the Alan Turing Institute to contribute to a policy forum in a publication for generative AI, requesting participation from the public sector. NORA.policy was used and members of public sector organizations in NORA.policy contacted to help fulfill this request. This resulted in an example contribution submitted to the Harvard Data Science Review Policy Forum. “Castles in the Sand?: How the Public Sector and Academia Can Partner in Regulatory Sandboxes to Help Leverage Generative AI for Public Good”
